Jack Traven (Keanu Reeves) and his veteran partner Harry Temple (Jeff Daniels) are SWAT team explosives experts in Los Angeles. A disgruntled Atlanta Bomb Squad retiree, Howard Payne (Dennis Hopper), is holding a group of office workers trapped in an elevator for ransom. Jack and Harry manage to rescue the hostages before Payne sends the elevator plummeting to the basement. They find Payne in a freight elevator. After a brief standoff, with Payne holding Harry hostage, Payne escapes and sets off a small explosion that knocks Jack unconscious and appears to kill Payne. Jack and Harry are then commended for their bravery by the LAPD in an official ceremony.
Later, as Jack heads to work, a city bus explodes in front of him, killing the driver. Payne calls Jack on a nearby pay phone, revealing he is alive and that he has rigged another bus to explode. The bomb will arm itself when the bus reaches 50 mph and will detonate if the bus goes below that speed. In addition, Payne will detonate the bus manually if anyone gets off the bus, or if the ransom is not delivered on time. Jack locates the bus and jumps aboard, but the bomb has already been armed.
Traven and Porter aboard the moving bus.When Jack identifies himself as a police officer in an attempt to calm the passengers, one man draws a gun, believing Jack has come to arrest him. He accidentally shoots the driver Sam (Hawthorne James) as he struggles to escape. Another passenger, Annie Porter (Sandra Bullock), takes the wheel. Annie is left to drive the bus throughout the city while keeping it above the necessary speed and avoiding other cars. Jack is in contact with his SWAT team Lieutenant "Mac" McMahon (Joe Morton), who arranges an escort and directs them around the city from the air to try to get them away from traffic. News of the bomb on the bus quickly makes the TV broadcasts and soon there is a long line of police cars and news choppers trailing the bus, which has been routed onto an unopened freeway. Jack negotiates for the wounded bus driver to be evacuated from the moving bus. However, when Payne witnesses a passenger named Helen trying to get off as well, he detonates a small bomb under the steps. This causes Helen to fall under the bus, where she is crushed beneath the wheels.
The bus comes to a 50 ft (15 m) gap in the elevated highway, but by increasing her speed Annie launches the bus over the gap. After averting this crisis, she drives to the Los Angeles International Airport where she can safely maintain her speed by driving in circles on the airfield. Jack goes under the bus to try to defuse the bomb, but accidentally ruptures the fuel tank. Meanwhile, Harry leads a SWAT team on a raid at Payne's residence. However, Payne is not at home, and his residence is rigged with a bomb that kills Harry and his team.
Jack discovers that Payne is monitoring the bus with a hidden camera. Using a news van, Jack is able to find the video feed and record it. The news team loops the footage being transmitted to Payne while the passengers are safely evacuated. Jack rigs the bus to keep going in circles so he and Annie can get off by riding on the bus' floor panel. The bus crashes into a fully fueled cargo plane and is destroyed in a spectacular explosion. Jack falls in love with Annie, but she warns him that relationships started in intense situations tend not to last. Meanwhile, Payne is about to detonate the bomb when he notices that the feed is being looped and realizes that everyone has gotten off the bus safely.
The police plan to catch Payne picking up the ransom money, believing that he is unaware of the evacuation and destruction of the bus. However, Payne is far ahead of them. Disguised as a police officer, he kidnaps Annie off of the street, then escapes into the subway where he collects the ransom money that dropped through a cleverly concealed hole beneath the designated trash can. He boards a train, kills the operator, and wires Annie with a bomb. Jack pursues them and follows Payne onto the top of the subway car, where a fight ensues. The duel ends when Jack pushes Payne's head into a tunnel light, decapitating him. Jack disarms Annie's bomb but cannot stop the train, which was damaged during the fight. The train derails at the end of the line, breaking through a wall where it comes to rest on Hollywood Boulevard. Jack and Annie admit their feelings to one another and kiss as shocked pedestrians look on.
Returning for the sequel, Annie Porter (Sandra Bullock) is taking her driving test with a paranoid driving instructor, Mr. Kentor (Tim Conway). She has broken up with her boyfriend Jack (Keanu Reeves) 2 years ago due to she strongly opposed his actions when being a cop. Annie is now dating SWAT team member Alex Shaw (Jason Patric) who is on a high speed chase in the Los Angeles area. Alex originally told Annie he is a patrol cop in Venice, but after capturing a criminal on his chase, Annie learns the truth when she runs into him in the aftermath of his high speed pursuit. As an apology, Alex surprises her with a trip to the Caribbean, on the cruise ship, the Seabourn Legend.
As the ship sets sail, Annie meets John Geiger (Willem Dafoe), a fellow passenger who is first upset that his golf clubs have not arrived. However, while on deck, Alex finds Geiger a little suspicious when he is sitting at the bar and does not notice the golf tournament on TV at least once. They brush it off, and Alex and Annie continue their vacation. Alex happens to be carrying with him an engagement ring, hoping to ask Annie to marry him.
Meanwhile, Geiger is sneaking around the cruise ship, plotting out a deadly plan. His former golf clubs are revealed to be small explosive devices, which he uses to destroy the ship's communications and power systems. It is eventually revealed that Geiger was a dedicated employee to a software company that designed computer systems for several cruise ships, including the Seabourn Legend and that he developed a sickness regarding copper in his blood, which helped cause him to get fired. Now in a state of revenge, Geiger has successfully managed to hack into the cruise ship's computer systems and control the ship at his own expense. He furthers out his inferior plan by overloading one of the engines, causing the port propeller to shut down, by doing so causing damage onboard the ship. In the main hall, Alex is about to ask Annie to marry him when the chaos ensues, and passengers and crew find themselves bracing for their lives. After killing the captain by throwing him overboard, Geiger forces the first officer Mr. Juliano (Temeura Morrison) along with the rest of the ship's crew to initiate an evacuation of the vessel. Geiger gives them 15 minutes to do so while he commits a jewellery heist in the ship's main vault.
The evacuation plan fails when the last lifeboat fails to be lowered and Geiger sets the now automated cruise ship moving again. Alex, Annie, Mr. Juliano, and other crew members quickly work to save the passengers on the lifeboat as it dangles on the side of the speeding ship. After successfully rescuing them, Annie and the crew lead the passengers to the main deck while Alex searches for Geiger, now learning he must be the mastermind behind the chaotic events on the ship. After several chases through the ship, Geiger traps Alex in a explosives-rigged shopping hall. Annie and Mr. Juliano quickly work to rescue him, and after doing so, learn the rest of Geiger's plan. Geiger has set the cruise ship on a collision course with an oil tanker (The Eindhoven Lion) off the coast of the island of St. Maarten. Fearing a collision is imminent, Alex, Annie, and Mr. Juliano work to avoid a major disaster by ramming a steel cable into the ship's starboard propeller (after flooding the ship with water to slow it down failed) in hopes of stopping the ship. Geiger thwarts their efforts and takes Annie hostage. Alex pursues them to the marina where they depart the ship via ski jet, but he is too late to rescue Annie. Alex then heads to the now-flooded bow thruster room in hopes of steering the ship out of the collision, and with the help of the ship's vacationing photographer Dante, they steer the cruise ship out of the way before it violently slams into the side of the oil tanker. After sailing away from the oil tanker, the passengers and crew believe they've averted disaster. But this proves false when it is revealed the Seabourn Legend is now heading straight into the coastal town on St. Maarten. After it rams down sailboats and nearly kills innocent sailers in the harbor, the cruise ship crashes right into town and plows directly into the populated area. The ship finally comes to a stop, and Alex races to find Annie.
With the help of Tune-Man (Glenn Plummer) and his girlfriend, Alex pursues Annie and Geiger on the water. Geiger and Annie are now on a seaplane speeding to takeoff. Alex manages to reel himself in, on the plane, with a high-advanced fishing rod. He punches out Geiger and rescues Annie. They land on the water off of one of the seaplane's landing skis and speed near the oil tanker. Geiger takes control of the plane again, but whinds up crashing the plane into the oil tanker. Tuneman and his girlfriend rescue Alex and Annie just before the oil tanker explodes into a ball of fire, killing Geiger. The four of them return to the shore, and Alex proposes to Annie, holding the engagement ring. Annie happily accepts his proposal and the two kiss before the boat docks in the harbour, adjacent to the heavily wrecked cruise ship. A week later, Annie is doing her driving test again with Mr. Kentor. Before they set off, they avoid a collision with a citybus (same one as in Speed), and Annie says the words: "Sorry Mr. Kentor, but that bus was just going way too fast."
